Confused Why all of a sudden???

I can’t understand what’s going on!!!. About a week ago Bengi started having potty problems. He’s 19 months old and he’s been potty trained since he was around 6-7 months old. He goes in the pad in a litter box. He was neutered at 6 months and never really marked anywhere. Now he started peeing under the table and by the table legs. I don’t know if he’s marking or if he’s just peeing there. I tell him No! Bad boy each time I caught him and try to make him go in the pad afterwards, but he’s getting scared when I caught him. I just tell him no! and put a mad face, but that’s enough to make him run away. Then when I get him and put him in the box, he shakes like he’s terrified of me! I don’t know what’s going on! And sometimes he goes in the pad, so it’s not something that’s wrong with the pad itself. There is no consistency in what he does and it’s making difficult to identify the problem.
I’m trying to put extra attention on what he does and where he heads to to make sure I caught him before he goes under the table. I can’t really confine him because it’s a small apartment, I can’t get him away of the dinning area without taking away the rest of the house. And I don’t think I can crate him, he’s not used to the crate that much, although he stays there quietly, it’s more like a jail for him, and I can be without him in the house, we went through that already when he was young, it’s just doesn’t feel right to have him in the crate.
I think the fact that I’m not letting him get away with it it’s gonna help eventually, but I’m just soooo frustrated! But I’ll keep trying. It just came to my mind that I can put a piece of plastic tablecloth under the table to discourage him from going there, what do you think?
