Has anyone come up with a good way to get your dog to go potty outside in the rain?

Chloe is 5 months and never had a problem with going in the rain until this rain storm. Of course, this is the longest rain storm ever!!! I will take her outside over and over and she'll run back to the door and pee on the carpet once inside.
