If she came from a pet store, that explains her behavior. Pet stores get their puppies from puppy mills and unfortunately, lack of socialization is a common problem with puppy mill dogs. Human contact and lots of handling are very important in the early weeks and mill puppies are raised in cages with very little human contact.

You will have to work extra hard with your little girl to socialize her and build up her confidence as she is frightened, not mean. She may never be as social as a puppy who was home raised and used to humans from the start, though. You must accept that as part of her personality.
