Most vets don't like to spay while a dog is in heat, but some will. It just takes more time and is a little riskier as there is quite a bit more bleeding - a lot more vessels have to be tied off during the surgery. But any vet should be willing to spay a dog in an emergency situation such as this. If your vet won't do it, find another one who will.
