I really don't know if this is the answer for you, but you may want to try to use an antihistamine. Gracie's vet has her on 1/2 of a 10mg tablet over the counter twice a day. You can try this for a couple of weeks to see if it helps. I should say Gracie weights about 14.5 lbs.
I'm sorry to say bad allergies never go away!! Gracie has been getting weekly allergy shots for three year now and they have helped greatly. Happy Thanksgivings
