I think in the city limits the limit is 3 dogs. If you have more and breed one litter, you need to get a kennel license. I live in the county because I have horses and goats, so I think any amount is ok. But, we have sheriff Joe Arpiao, I know I just mispelled his name, Who loves dogs and has an animal cruelty unit that is very effective in busting puppy mills and anyone that is being cruel to other animals as well. They get a good 300 plus calls per month reguarding this. He is also great in busting illegal aliens, coyotes, and other human scum bags.
