I know of one member who contacted admin after losing her baby and got a new user name. I think her post count started over though. So, I guess that is more like just opening a new account.
I can see where there would be a need to allow this, although I'm sure admin would be overwhelmed with requests if it wasn't severely limited. I like the idea of their old username being available for awhile too. Although, I for one tend to get to know who people are by their avi's...then they change them and I'm lost! lol
