There could be several reasons for the dandruff......You can bathe her in a medicated shampoo....finish off with a 10 parts water to 1 part vinegar.
I've used Nutregena T-Gel and had great sucess with it.
The fungus, if it is such....I'd get checked out at the vets.
sneezing....does cookie sleep in a fuzzy area....could be dust mites (we all have them) thorough vacuming could eliminate it. Or just something in the air.
