Default Head Tilt

My Buddy (2.5 yr Yorkie/Lhasa mix) has started tilting his head back - not side to side but straight up. I've started tracking when he does this and there does seem to be a greater frequency with weather change and someone has suggested the change in barometric pressure. With my research it does seem to have an affect on humans but mostly linked to migraines. Do puppies get headaches? I hope he is not suffering but he does act weird when he does this but will engage in play and eats better now than he ever has. He's always been a picky eater. At his annual checkup the Vet didn't seem to concerned by the sympton - his eyes and ears were clear. I'm thinking of taking him back though as it is bothering me. Thoughts/opinions?
