I only read the first paragraph about it being in Puerto Rico. I know that when i go visit there are tons of stray dogs and cats all over. There are so many you will usually have to stop your car cause they are mating right in the middle of the road stopping traffic. It's sad and when i see them i would give them food. One of my mom's friends took one off the beach and took it to Maryland with her. Now he is very happy and healthy. They usually hang out in the beach and i have never seen any animal cruelty when i went but it could be and that makes me very sad
