Unhappy pee pad troubles

My yorkie is 10 weeks old. We have had him for almost 4 weeks. I have been keeping him in a area on our hardwood floors when we can not watch him. He is retained by a baby gate. He does great using the pads while in this area. When he is out playing on the carpet, he uses it on the carpet. Never the kitchen floor or hardwood floors. I have had no luck with him going to his pad from the carpet. He hates to be kept in this area and whines and barks till someone gets him out. He is spoiled!!!! Does anyone have any suggestions. He gets treats and love when he uses his pad. I clap, say no, and take hm to his pad when caught!!! We are having a hard time keeping him in his area because he barks so bad!! Does anyone think because he does not like being in this area is why he will not go there to use his pad? Help!!!!!
