I would not just surprise her with a puppy. I wouldn't want my parents to just surprise me with any puppy. Instead, why don't you and her look for a puppy together. That way you'll know what breeds she wants, gender, color, personality, age, etc. You could come up with some kind of fun and creative way to tell you want to give her a puppy on Christmas and then start looking for a puppy together
