Since she is a student, I would say no against a puppy. There is so much more work involved with a brand new puppy. If you are really set on getting her a dog, find a young or adult one from a shelter or rescue. Alot of rescues foster their dogs first, so they may be house broken or on their way to be, some basic obedience, socialiation, etc. Puppies all ways find homes, but there are so many more dogs out there that need them.
