I would look into demodex, it can cause the hairloss you are describing as well as the oily/greasy skin. If it is this condition it could also be passed on to the litter, first signs are usually lots of dandruff. It can be missed several times and test can come up negative even though they may be positive. Keep in mind not to dismiss the possibilty even if a Vet skin scrape shows up negative. With that being said I do hope it is just dry skin but would look more into this with the mother having a skin issue as well.
