I think the point about carrying dogs everywhere was the original owner made fun of Rachel for doing so and her comments made her look silly and petty. I don't take mine everywhere either but I would never fault someone for wanting to. I have a 13 year old so I am qualified to answer #3. Taking that dog back because her 6 yr. old misses her is absolutely ridiculous.
The 6 yr. old will not and can not take care of that dog. The original owner has already made it clear that she can't either so while it is very sad for the child, it is a result of bad decisions on his mother's part and now she will have to deal with the consequences. The dog and Rachel should not have to suffer because this woman is a wishy washy air head.
