Default Jesse attacks his own face!

My Yorkie, Jesse, has been attacking his own face. He has started to frequently run his face against the carpet really fervently, and scratch at his face with his paws.

I gave him a Dawn bath, although I doubted it was fleas since it was only his face. Still doing it. I took him to the groomers. Still doing it.

The only other things I can think of are that (1) He has soap in his eyes. I try to be really careful when washing him to avoid soap in his eyes. Plus, he was at the groomer yesterday and I assume they are good about not getting soap in his eyes and also wash him thoroughly enough to get any existing soap residue out. Or (2) He is suffering from some type of allergy. If he is suffering from allergies, wouldn't it affect his whole body? What could he possibly be allergic to?

Any advice?
