sounds like allergies to me. layla suffers from them horribly.. she icthes so much she makes herself bleed. If you are sure they aren't fleas then look at her food.. .is there corn or wheat in the food> those tend to be the number one and two causes... i home cook for Layla so i know it is not a food allergy and is an environmental allergy. THey are bad right now (fall) and our vet recommends giving children's dye free liquid benedryl. But before you do this you have to find out what is causing the alleriges, this might mean switching food and if that doesn't help, home cooking, to eliminate whatever it is that his bothering him. But for now, if he is so bad it is ruining his days, (just itching non stop) i'd try the benedryl, but don't think of this as a fix because you need to get to the bottom of the problem.
