Marcus Aurelius had this problem really bad when he was a little younger. Our vet couldn't put him on a medicated shampoo because he is too small. She put him on "hydra pearls mist". I just misted him down to complete wetness and let it dry (while he was in a blanket) twice a day and it really worked. Hope this helps!
