I agree with that. The constantly wet hair is a perfect place for microbes to grow. You might want to talk to your vet about possible antibiotic treatment. You also need to clean the area every day and dry it. There are also products you can sprinkle on their food that are supposed to help with tear staining. You also want to feed a diet without any dyes in it as dyes from the food can cause tear stains as well. Also minerals in water can contribute to tear staining. I've heard of maltese breeders giving their dogs distilled water to drink.
