I would definately get her seen by specialists they have much more experience. When my last Yorkie Gracie had severe heart and lung problems from a collapsed trachea and I contacted by phone the Texas A& M university vet clinic and they were very nice and helpful. They sent me a research paper on a study the had done on collapsed trachea and the vet told me that in their opinion where Gracie's collapase was they wouldn't recommend surgery. So maybe you can try calling there to start. Good luck I know how terrible you must feel.
