Usually there is an application with the chips and you fill out the name of the new owner, etc. I have used 4 different brands in the past, so I have extra applications. If the breeder is out of this Country, it is probably an Avid International Chip. I have access to the information needed to change the name.
My pups are all microchipped and I send the number and the application with their paperwork. If the application is not sent in, then the pup's chip number stays in my name with the company. Which is still OK, because I have had places call me to make sure the pup really belongs to that person.... and thankfully, they did!
If you know the brand and number, I can see if I can get an application sent to you if you can't get ahold of the Breeder, or at least get you some phone numbers.
