Ugh! MIL's!! Luckily I have a wonderful MIL now. But I had the MIL from He** for quite a few years. I would simple ask her not to touch your dog.
Nicely of course... lol If she tried to remove her clothes again, I would get up and retrieve the dog from her and tell her to stop. If you decide to put clothes on your dog, that's your decision. Who does she think she is??
I would remind her that this is "your" dog, not hers and to please refrain from undressing or messing with your dog's hair.
