I think 16 weeks is a bit too early. I am sure she doesnt have all her shots and snow is probably too cold for her. Take her out for some fresh air, but keep her close, inside your coat maybe see how she reacts, if she starts shaking, you will know that she is cold.
But I still think its too early.
