  Yes, you're right of course.  I was pretty much going by my personal experience and our miniature poodle was about 6 inches taller and more than 10 lbs. heavier than my toy poodle.   Most definitely a toy poodle can get fat and weigh more but it's the height that classifies them.   Thanks for clearing that up.
