Unless the puppy has an extremely short muzzle you would most likely NOT be able to tell if it is gonna have it as adult. Yorkies can reack back 4 or 5 generations to get their color, looks, temperment and body colors. The parents are not the sole contributors to the gene pool of a puppy. They carry genes from past generations
I have seen a few in the years I have been breeding that were abvious as young puppies. The length of the muzzle is NOT a sign of in-breeding. The Yorkies who come over from Europe and Ireland and such, almost always have the longer muzzle. They are probably what the standard was describing as it was first written..
