Welcome to YorkieTalk. If she is chewing on paper and shoes, I guess those will have to be picked up and the house will have to be puppy proofed. I think (as miserable as doing that will be) that is the only way. Maybe you could confine her to a room or two? How about getting an xpen and leaving her in there in less she is 100% supervised?
Potty training in Yorkies is difficult. What method are you using? My Yorkie pees in her crate and she isn't sick, so I wouldn't worry too much about that (unless this isn't like her). Since dogs are supposed to be confined to the smallest crate possible (just big enough to turn around and lay down in) for potty training, I would wonder if the crate you have is too big. Mine even went in a small carrier though, so this method doesn't work for every dog. Ellie is six and still poops in the house all the time.

Ellie also used to mat up (I didn't brush her often though). She was shaved down and that doesn't happen anymore. Now is gets cut about every two months. She doesn't have a normal Yorkie coat. I think it is a mix of cotton and silky. Anyway, now that she is an adult I brush her probably once a year with no problems.
