Welcome to yt. Can't help you with the paper chewing - mine loves that too. She has been difficult to completely house train but knock on wood, she has had no accidents in a week or two now. I'm so excited! But she is 9 months old so it's been a long haul. If you do a search, you will find a lot of good advice out there. I would say just be patient and hopefully things will click for her. We crate Zoe at nite so there are no accidents at all and she is crated when I am not home. Usually, when she had an accident, it was near the front door so I think she's had the right idea for awhile. Just doesn't know how to tell me she needs to go out and couldn't hold it. As for matting, I bath Zoe about every 4-5 days and use emu oil in a cup of warm water as a final rinse. It works wonders for me but the first day, her hair does look a little greasy. I do not brush at all inbetween and have none or very little matting. If I go longer than 5 days in between, I will have some matting but not too much. Now, I don't know if your baby is silky or cottony because I think that makes a difference so don't know if this would work for you. Good luck and hope others post some good advice for you.
