It really can't be left up to the new owner of the pup because the breeder is selling you a pet quality pup that should not be bred. As a breeder, any pup that leaves my care is still my responsibility. If that pup produces who knows what, then it's because of me that it's pups are on the planet and those pups are also my responsibility. Why would I want the responsibility for pups produced from a dog I didn't feel suitable for breeding in the first place?
There are far too many people backyard breeding without a care to what they are producing, a good breeder will try to prevent this if at all possible with limited registration.
