You are absolutely right! I can't imagine someone in a wheelchair being denied residence somewhere.
I think most of the time it's the renters wanting to make sure they have someone lying to them just so they can have a dog when they aren't allowed. Which happens, but isn't always the case. It is a shame that some people take advantage of a system and ruin it for people (like your aunt) who really DO need it.
