Each person likes their dresses different lengths, so it's really up to you. For my preferences, yes, I would say the dress is too short. The small would be longer AND larger in the chest. For instance, the XS is a little shorter on Sukoshi than I would like, but the S hangs down so far on her chest that it drags the ground (but I think she's a little shorter than most - 7" tall). So...I can't say exactly how the S would fit your precious Lily.
