One must keep in mind that puppies have very small bladders. Especially toy breeds. They can't always make it to their specified potty place, and so may seem to be ignoring their training. Abigail has been paper trained completely since the age of 8month. But, when she has to go, it's like: "outta my way... I gotta go, I gotta go...!!!" as she scoots her li'l Yorkie bum to her potty place as fast as her l'il Yorkie legs will get her there.
