All 3 of mine growl and jump all over each other. They are just doing it cause its fun. However, you were right in picking Coco up. You never know what a strange dog is going to do. If you notice one dog rolling on its back, licking the other dogs muzzle, or putting its ears down and kinda crouching on the floor it usually means that they are being submissive. But if you see a dog putting thier head above your dogs, pushing down on your dog with its chin on either your dogs head or the back of your dogs neck, curling its body in kinda a U shape and growling, or growling with both its lips curled up ( I know kinda hard to see if its doing this if the dog is only 6 inches tall or so.) that dog is being aggressive and showing dominance.

Just a few little hints on doggie body language.
