Oh it makes you so mad.
Long time ago, I had the same kind of neighbors, treated their little one worse, we would secretly take water & food & love to the little guy, but I didn't go the extra step. I so wish I had of, even if it ment taking him to the humane shelter. I could of done that and hummmm don't know what happened to the little fellow. I will regret that forever....
