First thing I would try would be what KathyinCali suggested. Attach harness to puppy and let him walk around the house with it on, a few minutes at a time so he gets use to the sensation of something on him. Then after a few days of harness only, attach a light leash and let him drag that around for a few minutes at a time, a few times a day. Make sure you watch him though if he is free dragging the leash, in case he gets caught on something.

Now if he's ok with both leash and harness, he just doesn't walk when YOU hold onto the end of the leash and just sits there, then you position yourself beside the puppy and pull the leash up, so the puppy is sort of standing, then you move forward.

If you just pull forward, then you'll just end up dragging him.
So pull UP and forward, when he takes a few steps, praise lavishly and treat.
