My boy is 13" in his chest. That's pretty close to yours. I think a small will be fine. I tried an ex small on mine (thinking these ran big)...and I thought it was tight.
Mine's growing....he's outgrown his extra small things now too.
It is very cute. I am a snowman fan....had to have these.
