I am also going through a very rough time because we just had a litter of 3 all born with the genetic disease called hypotrichosis. In this case, the male puppies are actually born bald on their foreheads. It is rare, so have been doing LOTS of research. I haven't found anything about short hair syndrome, but there is something called color dilution alopecia, that can cause hair loss. You might want to google that and see if any of those symptoms fit. If that is the case, there is no chance of hair regrowth, but the general health of the dog is good.
