I don't know about ASPCA but for VPI, You pay in full and file a claim. They send a check then. Elphaba is on the superier plus routine vaccinations and care. There's like a $50 deductible for anything other than the routine stuff which has no deductible. And coverage is like 90% up to the "approved" amount which is like usual and customary.

Elphaba just went for her second round of puppy shots...Got DHL-P, Coronavirus, plus 6 months of heart guard. I paid $35 at the vet - and just got a check for $30. We went on 10/15, I faxed the claim the next day, and got the check yesterday.
