I use PaintShopPro instead of PhotoShop, but they are basically the same program. When I've had to fix something like that, I have painstakingly used the clone tool to "cover" the offending piece of hair, etc. with what should be showing - like the eye or the surrounding fur. If that would work with your picture, you might need to blow it up pretty big to work with the pixels. Depending on how the hair looks around the eye, the other thing you might try is cloning an entire eye from a different picture. Some pics, things just work better on than others. I had one of my daughter that had her eyes closed, and I copied some open eyes from a different picture in. Took some tedious sizing work to get it just perfect, but the end result was indetectible.
