Adobe PhotoShop Elements 4.0

Is there a way to edit a picture.....like, I have a cute picture of Mojo, but he has hair in his eyes...is there anyway to cut out that hair and save it to look like nothing was wrong??

I tried the eraser tool, but that just erased everything.....

Is there a way to erase the foreground and leave the background on the actual photo??

I have went through the help menu and it didn't help
