You should not brush a dry coat. If you have conditioner you can mix a little of it with some water and put into a spray bottle and spray the pups coat while you are brushing. This will also help to loosen the mats. It sounds like it may be the puppy coat that is matting close to the skin, or your little one may be a cotton coated pup. My puppies are almost 6 months old now and they are changing from the puppy coat to the adult silk coat, but they also get tiny mats close to thier skin. By spraying and brushing a little at a time we get most of them out without hurting the little ones.
