After having a vet rule out surgery to correct any obvious problems, or because of her advanced age, you may want to consider consulting a vet who uses "alternative therapies" such as massage and acupuncture. Most of them seem to be located in Florida, but I'm sure an internet search might turn up someone near you. Also, they have drugs that can help with arthritic pain. It's so hard, this growing old stuff!
