I would definitely notify the breeder as cryptorchidism is genetic. She really should check out the males in her lines and not be breeding the ones that carry that gene. I don't know if you should expect her to pay for the neuter though unless there is something in the contract that states she would... You also do need to get him neutered as it is genetic and a retained testicle has 10 times the risk of developing cancer.
