I thought my pomeranian was choking on something as well but I was surprised when the Vet told me it was coughing. The hacking sound was due to the phlegm he wants to spit out. I was given the meds and after a week it was gone. I just couldn't say for sure if it's the same case as mine. Do go to your Vet. It would make you feel at ease once you get the answer from a professional.
