Im not sure how you feed them but if the puppy is doing it's business outside and 20 min later having to go again, you might want to check if shes eating anything else lying around [ because my yorkie is a vacum, he just combs the floor for anything to snack on] or if you free feed you should probably take food bowl away until she's potty trained.... just a suggestion, and hope it helps.
