you may be pulling it too far over his nose. Get his attention, bring the treat slowly up over his nose. If he doesn't sit, gently press his butt down. Once he sits (with your assistance or not ) tell him 'good sit' (all happy and excited) and give him a treat. He should pick up after a few times.
