Have you had her checked by the vet for possible medical issues like a UTI? My Soleil is 5 months old and although she isnt perfect..as far as housebreaking goes..otherwise yes she is perfect lol...she still has accidents once in a while..I would say 95% of the time she goes outside and 5% in the house..
If your dog is never housebroken which could happen I suppose...are you willing to put up with accidents for 15-20 years? I doubt your dog will never be housebroken but I guess that is a possibility..
Also you might want to look into an x-pen and give her little to no access to anywhere else in the house until she shows some improvement..

Thanks for the feedback Dawn. We might just have to deal with a dog that won't housetrain for a very long time. I hope not but that might be our reality.
We've thought very seriously about "diapers" but that won't teach her anything other than to further (if that's possible) distance her from the need to eliminate outside.
I don't think the issue is medical. She's been to the vet a lot - in fact our vet lives across the street from us so we see him all the time - probably too much from his point of view.
