It could be an older or elderly person or persons that were traveling thru. They usually don't have their dogs microchipped or have a tag with dogs name and #. I see this ALL the time. They also aren't quick to see if the rascal jumps from the car when the door is opened. If it was an older couple, then by the time they realize they have no dog in the car, they could be in another state and not know where they lost it. They tend to stop every hour or so on trips.
I would figure if someone in the area where you found the dog, lost one, then they would have contacted the animal shelters and placed a lost ad. You may want to call the police station and shelters in the area you found the dog. Good luck to you, and I hope that little one finds his family. I'm sure he's really missing them.
