Lacy had something like that. It was all over her lower belly, sides of her legs and around her vulva. Looked like dirt but wouldn't wash off. It got kindof scabby around her vulva once but then got better and just looked like dirt again. The vet told me what it was called but I cant remember - basically said it was like clogged pores. She gave me a medicated shampoo to use on the skin. you let it sit on there for 10 minutes. It's been a month (used it 4-5 times) and it's all gone now. I'm sitting on the couch with Lacy asleep on my legs so I can't get up and go see what the name of the shampoo is right now. But if you want to know, just ask

Educate yourself and buy from reputable breeders or rescue.
