Default Allergies at 11 weeks? Is that possible?

Our Yorkie has been home with us for five days now. He's adjusting very well, but I've noticed he's constantly scratching and biting his feet. Could he have allergies? I thought dogs didn't develop allergies until they were about 2 years old. I'm praying this isn't the case. We had to put our last dog down this past July because of severe allergies for which we could find no relief. I had hoped to avoid getting another "allergy" dog, but it seems to be too common these days.

He's eating Solid Gold puppy kibble.

Also, I have noticed on several occasions when I get him up in the middle of the night to go potty that his nose makes a funny sound. He sounds like someone with a congested nose that's runny at the same time and he's sniffing the mucus back in. It's not the "reverse sneeze." This sounds like it's coming from his nose, and I notice it only in the middle of the night. He's been sleeping on the Pet Blanket, and I'm wondering if he's allergic to it. So I removed it and put a soft towel in his crate.

Any of this sound familiar?
