The shaking and bobbing you describe sounds more neurological in nature. I would also ask about hydrocephalus - water on the brain. Lily has this and her behavior is exactly what you described. Lily's is congenital, caused by an open font, but it also occurs due to trauma. Lily's was diagnosed with a cranial ultrasound through the open font but an MRI should also be able rule it out or confirm it.
